Recently, the State Railway Administration, the Ministry of Industry and Information Technology and China National Railway Group Co., Ltd. jointly issued the Opinions on Supporting the Development of New Energy Goods, Automobile and Railway Transportation Services and New Energy Automobile Industry (hereinafter referred to as the Opinions). Wang Zhonggang, Director of the Transportation Supervision Department of the State Railway Administration, said that the introduction of the Opinions will effectively serve the high-quality development of the new energy automobile industry, promote the full play of the role of the comprehensive transportation system and the green and low-carbon advantages of railway transportation, and serve to build a new development pattern.

The Opinions clearly states that railway transportation of new energy vehicles is not managed as dangerous goods. In order to ensure the safety of railway transportation, when consigning new energy commodity vehicles, the shipper shall provide the ex-factory certificate of new energy commodity vehicles (the export of new energy commodity vehicles is not subject to this restriction). The Opinions also clarified that the battery state of charge should be kept in a reasonable range, the fuel tank of plug-in hybrid electric vehicles should be in a normal state, and the new energy commodity vehicles should not be carried with backup batteries and other batteries, and other safety measures to ensure the safe and smooth railway transportation of new energy vehicles.

Railway supervision and administration bureaus in all regions, industrial and information departments in all provinces, autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan, railway administration group companies, and professional transportation companies:

In order to thoroughly implement the spirit of the 20th CPC National Congress, conscientiously implement the decision and deployment of the CPC Central Committee and the State Council on accelerating the construction of a new development pattern and promoting high-quality development, support the railway transportation of new energy commodity vehicles, better meet the railway transportation needs of new energy vehicle manufacturers, and effectively serve the development of new energy vehicle industry, the following opinions are put forward.

1、 General requirements

Give full play to the role of the comprehensive transportation system and the green and low-carbon advantages of railway transportation, actively encourage the development of new energy commodity auto railway transportation business, constantly improve the standardization, standardization and facilitation of railway transportation services, ensure the safe and smooth transportation of new energy commodity auto railway, promote the reduction of new energy commodity automobile logistics costs, and help the development of the national new energy automobile industry.

2、 Support the development of automobile and railway transportation of new energy commodities

Actively encourage railway transportation enterprises to carry out new energy commodity automobile and railway transportation business, and adopt plug-in hybrid or pure electric new energy commodity vehicles driven by lithium-ion batteries that are included in the scope of the Announcement of Road Motor Vehicle Manufacturers and Products of the Ministry of Industry and Information Technology (the export of new energy commodity automobile products is not subject to this restriction), According to laws, regulations and relevant standards such as the Regulations on the Administration of Railway Safety, the Regulations on the Supervision and Administration of the Safety of Railway Transport of Dangerous Goods, the List of Dangerous Goods (GB 12268), the railway transport of new energy commodity vehicles is not subject to the management of dangerous goods, and the consignor and the consignor shall handle the transportation according to the requirements of this notice. The handling of international railway intermodal transport of new energy commodity vehicles shall comply with the relevant provisions of the Rules for the Transport of Dangerous Goods, No. 2 of the Annex to the Agreement on International Railway Intermodal Transport of Goods of the Railway Cooperation Organization.

3、 Standardize railway transportation conditions

(1) When consigning new energy commodity vehicles, the consignor shall provide the ex-factory certificate of new energy commodity vehicles (the export of new energy commodity vehicles is not subject to this restriction), which shall be consistent with the actual consignment of new energy commodity vehicles.

(2) Battery charge state and fuel tank state. The state of charge of the power battery of new energy commercial vehicles shall not exceed 65%. The fuel tank hole cover of plug-in hybrid electric vehicle is closed, without leakage and leakage. It is not allowed to fill or extract oil during railway transportation.

(3) When consigning a new energy commodity vehicle, it is not allowed to carry the backup battery and other batteries except the assembled battery. Except for the necessary items provided by the factory, the interior and trunk of new energy commodity vehicles shall not be loaded or carried with other items.

4、 Strengthen railway transportation management

(1) Ensure the safety of goods. The shipper shall be responsible for the authenticity of the ex-factory certificate of new energy commodity automobile products provided (the export of new energy commodity automobiles is not subject to this restriction), and for the quality and safety of the new energy commodity automobile products consigned. [Note from the Customs Information Section: the ex-factory certificate is still required for imported new energy commodity vehicles, but not for export]

(2) Strengthen the control of transportation. When carrying new energy commodity vehicles, railway transport enterprises shall carefully check the ex-factory certificate of new energy commodity vehicles (the export of new energy commodity vehicles is not subject to this restriction), and those without the ex-factory certificate shall not be carried. Railway vehicles and containers loaded with new energy commodity vehicles shall meet the requirements of relevant standards and safety technical specifications. Vehicles and containers that are in poor technical condition, have not been repaired (inspected) as required, or have reached the end of life shall not be used. When using railway freight cars to load and reinforce new energy commodity vehicles, it shall comply with the Technical Requirements for Loading and Strengthening Railway Goods (TB/T 30004).

(3) Strengthen emergency management. Railway transport enterprises, shippers and other transport units shall provide necessary emergency rescue equipment and equipment in accordance with the Guidelines for Emergency Rescue of Electric Vehicle Accidents (GB/T 38283), and take appropriate emergency response measures in time in case of emergencies.

5、 Strengthen railway transportation safety supervision

The regional railway supervision bureaus should strengthen the supervision of the safety of the new energy commodity auto railway transportation, strengthen the investigation and punishment of the false name and illegal transportation, effectively maintain the order of the new energy commodity auto railway transportation market, and ensure the safe and smooth railway transportation. We should strengthen the publicity and implementation of laws, regulations, policies and standards related to the automobile and railway transportation of new energy commodities, guide and urge railway transportation enterprises to handle the automobile and railway transportation business of new energy commodities in accordance with the law. It is necessary to organize railway transportation enterprises to summarize the experience of new energy commodity auto railway transportation in a timely manner, put forward suggestions on improving relevant laws, regulations and standards in combination with the actual situation, constantly improve the railway transportation safety management, and ensure the safe and smooth transportation of new energy commodity auto railway.

6、 Strengthen organizational support

(1) Improve the working mechanism. The railway supervision bureaus in all regions, the competent departments of industry and information technology in all provinces, autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan, and the railway transportation enterprises should strengthen communication and coordination, establish and improve the working mechanism, dynamically grasp the demand of new energy vehicle manufacturers and railway transportation, timely coordinate and solve the problems in railway transportation, strengthen the linkage and horizontal coordination between the upper and lower levels, and ensure the safe and smooth transportation of new energy commodity automobile and railway.

(2) Strengthen information management. Railway transportation enterprises should organize shippers to do a good job in entering the information of new energy commodity automobile transportation, and grasp the flow of new energy commodity automobile transportation volume. Each regional railway supervision bureau should dynamically master the information of new energy commodity automobile transportation within its jurisdiction, and regularly submit it to the State Railway Administration as required.

(3) Strengthen policy publicity and implementation. All regional railway regulatory bureaus and railway transport enterprises should carry out policy publicity and implementation in various ways to ensure that enterprises are aware of the relevant policies and safety requirements for the automobile and railway transportation of new energy commodities, take the initiative to help enterprises handle the consignment procedures, and continuously improve the service quality of automobile and railway transportation of new energy commodities.
